The Constitutional Issue in the Williams Case
Williams case was about what is the source of power for the executive government to spend money. The spending of money here was this hiring of chaplains, right? So they spend money to hire chaplains to be placed in schools. That's the expenditure that was at issue. But it wasn't decided on the basis of the free exercise clause in our constitution.
