In 1994, South Africa went from a non-democratic system where only white people could vote to a truly democratic system with universal suffrage for all people. The struggle is that you become a democratic state, but you don't have any democratic institutions. And so they had to kind of build the plane and fly it at the same time. They looked at that old nationalist party in that authoritarian rule, which was corrupt; virtually every person in civil service was a friend or a relative of somebody in government.
