Introduction

Himanchu shuchar is a lecturer and research fellow in the department of political science at heidelberg university, Germany. He explores the institutional change from a norm of secrecy to a norm of transparency in the indian state. We talked about the right to information act, the various individuals, networks, circumstances and ideas that led to its enactment. And we also discussed the colonial history of secrecy in india as well as new approach to sparency in government.
