In japan, a government mandate has been to get rid of floppy disks. This is an example of what it really takes to get something finished in large enterprises. And finding somebody that's going to make it their mission and not give up on getting this done can be incredibly difficult. That seems to be the only way these things happen; you have to be very persistent over a long period of time.
