Is the State the Committee for Managing the Common Affairs of the Bourgeoisie?
The state has broken down many of its capacities in the last 30 years. So that maybe means that capitalists, or capital is more open to going their own way and showing how their individual ration ity leads to a sort of collective irrationality. But i don't think just taking the issue i gest with george, with your characterization of the state as somehow creasengly irrational for the past 30 years, i'm not sure that's entirely right.
