Are the Ukranians Able to Use Javelin Missiles?

The eucranian defense looks like right now along the frontier there with russia and bellarus. Is there a way that they could strategically either stave off some type of an attack or raise the cost to something that would be untenable for the russians? I think it really does depend on how well they 're able to use things like lantank guarded missiles, in particular. Andi thinks pewter may be hopefully overestimating what they're actually able to do.
