People who have low emotional empathy tend not to be able to feel what the other person is feeling. But if I'm in a car wreck and I go to an emergency room, I want somebody with low emotional empathy. You want somebody who's not sitting there freaking out because they're identifying so much with your pain. So knowing when and where and how much, which comprises insight, perhaps the next step of what the article is talking about.
