The Topographic Bureau in France in the 1790s
The French army had just started to create its own general staff when the revolution broke out. Napoleon became convinced that France should invade northern Italy during his time fighting in the Alps. The men of the topographic bureau were known as topos and had a reputation within the army as sage-like eggheads.
