But because nobody after Pistorius up until Leeper had had applied to be eligible for the able-bodied competitions, world athletics didn't have a policy. So while he's choosing to be ineligible for Paralympic competition, he simultaneously got engaged in this effort to on the basis of a claim he wasn't advantaged to try to get Olympic eligibility.
