The Impact of Cash Transfers on Poverty
There are two main things that trouble people about the question of these national programs. One is whether they could eventually lift entire countries out of poverty and we should be interested in whether that affects lasts. We don't have direct evidence of this happening because we haven't tried it yet. But spending $2 or $3 billion in a single country on delivering a single transfer to everybody in extreme poverty in that country is worth trying. In the very worst case scenario, it's likely to leave millions of people better off than they were. It may well have a trans-ematry impact on the economy of that country and then provide a model which can then be followed elsewhere.
