The UN Security Council's darkest days have been long and its moments in the sun have been very short-lived. I would identify probably as the golden age, this period after the Cold War. When they are divided, it's extremely difficult for the United Nations to deliver. No reform of the UN will be complete without the reform of the Security Council.
