Wilhelm II and the War That Ends Peace

A new book by Margaret McMillan argues against the thesis that Germany was to blame for World War II, and Wilhelm II in particular. She says there were a lot more people aggressive than just Wilhelm II. Her argument is that it's very hard to blame WW2 on Hitler because other people contributed to it as well. The problem was that Wilhelm I had pretensions of Napoleonic ambitions when he took over after Bismarck resigned.
