Stalepin's Political Repression

Stalepin's reforms started rolling out in the autumn of 19 o six. They were enacted under the same article 87 that allowed czar to rule by decree. Stalepin was deadly serious about combating political terrorism as swiftly and as harshly as possible. But he did want to avoid truly mass indiscriminate repression, which he thought would be counterproductive. So while he had no qualms about distributing stolipan neckties to political terrorists, for everyone else, he promised renewal, reform and brighter future.
