Hunt seems only able to make the giveaways he's making and be able to stick within his own financial rules by really toughening cuts on public spending. New York Foundation did some analysis coming out of the budget. And because of assumptions that they've made about the rate of inflation, we think there's about £22 billion worth of cuts that's hitting in the budget.
