Gladstone was set up as an industry town. All of the industries that are there are highly carbon intensive. The largest concentration of Rio Tinto's assets in aluminium snulcers and alumina plants are in Gladstone. So this is a town that is very dependent on carbon at the moment. They knew that if they don't get this right, if change happens really quickly and they're not ready for it, they're really going to suffer.
