The Political Barriers to Implementing a Land Value Tax

A land value tax is not a common tax around the world in the way that like an income tax or a sales tax is very, very common everywhere. What do you think the political barriers are to actually implementing a land value tax? Because there are some places in the world that have done this but not that many. And why hasn't it been implemented as ubiquitously as other policies? and then what are the barriers to implementing it now?
