The External Environment and the TFA on Development

Howard Kurtz: How does the external environment shape these TFA's on development? He says there was a debate in 1999 about whether or not Deng Xiaoping had been wrong to say that peace and development were the trend of the times. Jiang Zemin did ultimately settle the debate in favor of peace and development, but with additional caveats he said. Kurtz: China would need to recalibrate and slightly increase its emphasis on security, although development remained the priority.
