Anti-corruption seems to be far more destructive, I guess, a force. Or at least something is an accelerant of turbulence. If you have scarcity and there's just fewer funds coming in, it becomes ever more a fight over a fight over fixed pot. And that makes the corruption traps less easy to use as a form of buying consensus. But it also means that the weapon of anti-corruption might be wielded ever more frequently because if someone is getting a larger share of this fixed pot than you are, then why is that well, it's corruption?
