Can the DPP Survive and Affect Policy at the Natural Level?

The new power party's number of seats in city and county council the races this past Saturday fell sharply from 16 before to six. The Taiwan state building party is an example of a party that manages not to win seats very often if at all but has still stuck around. These parties are holding on but it's very very tough for them to break out and really challenge the two major parties yeah.
