We could debate about whether we should have one teacher teaching everybody in New York state, but the actual official system will not ever go through that debate. I think it depends on the domain whether risk is tolerable. There are some places you don't want to explore necessarily. But my view is it's okay if lots of things don't work out. In a situation like that, there's not any real downside to really, really doubling down"
