Vaccine manufacturing capacity is going to ultimately be the bottleneck. There's a lot of conservatism among institutional review boards which oversee basically all kinds of studies that are conducted in any institution that receives u.s. government funding. The incentives are fairly misaligned where all of these groups will get blamed and potentially condemned if something goes wrong but they don't face that much blame if they prevent it from happening.
