Rome had a mechanism for becoming Roman. Many fewer slaves were ever freed in Athens or any of the Greek states and if they were freed they certainly didn't become citizens. This was an incorporating community. A few of the smartest began to think that maybe Roman openness was the secret of her success. And as you rightly say, Mary, you go to Sparta, you look at the ruins of Sparta, what is that? It was Athens that was the open society that took people in - we made them pay their taxes.
