In the years after the constitutional settlement of 23 b c, augustus focussed his attention first on foreign affairs. He switched places with his co regent, marcus agrippa, sending his old friend into spain to keep an eye on things in the west. His foremost concern was roman relations with the parthian empire. Reviewing the disastrous campaigns of crassus and antony he determined that there was no productive angle in continuing to view parthia as aterr ripe for imperial expansion.
