If you have a really fragile set of surrounding systems, if you have an inflexible pattern of subsistence or settlement patterns, then that's going to dramatically affect the way in which your society can respond to those challenges as they happen. I mean, i think new orleans is a really interesting example of that, right? Like the the hurricane isn't so much the problem. It's the response to the hurricane.
