Is It a Theory That New Technologies Lower the Cost of Repression for Authoritarian Regimes?
Yen: We just don't know what the digital n a i revolutions are going to do about this stuff. There's no reason to be confident that human desire for freedom will triumph over those things too. But there's certainly the possibility that if new technologies do lower the cost of repression for authoritarian regimes, they would shift the balance of power between autocracies and democracies. So how this plays out, i think, remains to be seen.
