I'm not so much a punitive kind of a person. I would be more apt to reward people for good behavior if that can influence a broader area. So I love the idea of in particular hotspots having people at least pilot see how it goes. Put some serious money behind it and have people go out in the evenings and collect this and put it under a shed and guard the shed, and it's a whatever you have to do to it. It's going to be worth it. You break up those populations. And then you make progress.
