The Domestic Dynamic in China
Paul Waldman: My instinct is that there's two dynamics going on, one domestic dynamic in China and one external dynamic related to their relationship with the United States. The Chinese were surprised, embarrassed and it's notable to many Americans that the Chinese posture was to basically deny and deflect. So I think part of it was domestic politics and the Chinese wanting to, you know, deflect responsibility and sort of project this image of a hard line. Second dynamic is related to this negotiating competition dynamic that I mentioned in my opening. Basically, I think the Chinese are trying to figure out how to push the US off what they see as a very competitive strategy.
