The narrator doesn't really say it was god, but it's implied. As it turned out she was working in a field belonging to boaz who was from the clan of alimela. Just then boez arrived beth Bethlehem. Now imagine how god had to orchestrate all this. Boaz had to get stuck behind a slow car with elevation sticker or he would have been to bethlehem too early while ruth was in the shelter. If you look for it, you can see the hand of god. But it's not always named that. You don't always know that it was god that put a delay in your life so you wouldn't get there too soon.
