Introduction
Ukraine's long-awaited counter-offensive appeared to have finally gotten underway earlier this month. Then a crucial dam near the town of Nova Kakovka had been attacked and its reservoir rapidly emptied, causing floodwater cascading down the Nipa River. The river, which in many parts of Ukraine, marks the boundary between Ukrainian and Russian-controlled areas, has now burst its banks on both sides. For now, it appears that the Ukrainian's counter-offensive has been pushed aside in favor of rescue efforts for thousands of residents along the flood.
