Are the States Going to Stop People From Having Abortion?

I wonder how much states are willing to spend on this effort to stop people from getting up abortions, even outside their state. The abortion rate in the past several years had actually increased for the first time in three decades. It was a combination of blue states stepping up medicade funding for abortion in their states and family planning funding being cut. Even when they implement draconian penalties, there is going to be only a marginal effect because they've already limited access to abortion so much.
