How to Change the Culture of a Small Community

I decided one day I'm just going to get in the voice channel and wait until someone joins because someone must join eventually. And it happened. It worked. Ever since that day, people have been joining the group, the voice chat regularly. Even though the voice chat had been around for a long time, no one had ever used it.
