i think western governments have limited leverage over western te companies beyond the kind of now and then you see the eu, for example, trying to on facebook. It's very difficult, i think, for the us. Government to make facebook do anything. They're not going to force facebook. But what incentives would those be? Well, let's look to the fact that the h united states is one of the most prolific arms vendors in the world. There's an entire department in the pentagon that's only job is to get american weapons into poor country's hands. We've done it with arm sales. Why can't we do it with technology?
