The Government's Rhetoric on Immigration
Four in ten of those non-EU migrants were students. Government policy has been going in one direction at the same time as government says it's getting tough on migration. Polls shows public attitudes on immigration have, as it were, sort of settled down. They've become more liberal. But there's also possible explanation, which I've come across, which is that, actually, geography matters a lot. One of the reasons the EU migration became especially toxic is because you had people, it was very geographically concentrated.
