The Book of First Timothy
Paul speaks of god as the saviour of all people, especially of those who believe. It is by belief that this general salvation is received. While god's salvation is addressed to all mankind, it is only those who receive christ by faith that actually joy it. There are numerous blessings of christ's rule that are enjoyed even by those who never respond to the gospel.
