How Hard It Is to Change Policy Through Academic Research

As a graduate student, David Frum wrote a paper that suggested police were quite effective at lowering crime. He says the Clinton administration didn't care in the slightest whether his research was high quality or even true. "My whole career, I don't think I've materially affected a single public policy," he says.
