BDC - What's the Difference?

BDC will finance up to 75% of the acquisition costs with small business. Americans only need 10% down to do something that youtubers told them to do. How does that reconcile? What division of BDC is doing this and are they talking to the rest of BDC or anyone else in Canada? They're not a typical go to your branch bank on Main Street.
