Once a signal is received, the requirements to detect it shrink considerably. So any information monopoly you could establish by owning the controlling radio observatory that's looking at it would be pretty short lived because someone's just going to rig all their satellite dishes up together and get the same collecting area too. That's a very specific signal strength that seems unlikely to me. But also you can combine radio telescopes together like satellite dishes.
