The essay was aimed at federalist sympathizers, so napoleon wisely struck a persuading tone. Napoleon may have been trying to define himself on the public stage and signal his allegiance to the jacobins. I don't think propaganda was the only thing onNapoleon's mind when he wrote the supper at beaucare.
