You're not fixing the problem by sheltering people. Thet's still drug attics. You need to fix the over in a diction issue before you can do anything. If you can't get people off drugs, they won't get off the street. It doesn't matter if you know the the going a idea. Now, and they tried it in some state, i don't remember which one, they had really good a results. But you can't ask somebody to like, try and be clean but not have a place to live.
