It is hard to assert that a government has the right to exercise a prohibitive mandate against a church. The US EMP as a church, properly speaking, that means it is constituted by the faithful. According to this FAQ, though, there will be sanctions against effectively what they're calling representatives of religious organizations affiliated with centers of influence in Russia.
