The most effective rulers maintained enough goodwill of the people that they didn't need to be constantly on their guard. Titus, Nerva, Trajan, Hadrian, Antoninus, and Marcus Aurelius did not require the Praetorian Guard nor the many legions to defend themselves. So an emperor who has to constantly lean on the threat of force to defend his rule is actually someone in a very dangerous situation.
