Surfing in Honolulu - What's Happening?

There have been 24 attacks in the last ten years, with 11 fatalities. The local community has tried a lot of things to try and prevent them from happening again. But they don't seem to be having any success. There are no more tigo shocks or riof shocks which show that the eco system is healthy.
