Is Leopold Really a Catfish?

One of the problems is that we get less an less narration from leopold as we go yea. We're increasingly on our own to figure out what he's doing and why he's doing ad and even if he's doing something successful. At some point, evidence starts mounting that something weird is going on with pollution in the water. But rex ends up summoning these a people we talked about before, the in pit agents. What would you say is the deal with them? I don't know what it stands for. There is something called in pit, but i don't think it is what is being referenced here.
