90% of kokong is a protected area. For anyone living in that area, the protected areas remain state public land which means they can't own it. Theostensible reason for this land transfer is so that land rights can be handed out by the kokong administration to people who had no opportunity to actually own the land they were living and working on. Yes, more or less.
