Why Are Both Parties Secretly Determined to Be Minority Parties?

i've been sayingin it's basely goldberg's rule of politics, which is that the best explanatory theory. Both parties are just secretly determined to be minority parties, right? I mean, like joe byden could have governed as could have hugged joe mansion and made the democratic party basically a majority party if they could get by and from the base for years to come. But he didn't do that, right? The republicans, i mean, like mitch mc connell is open to all sorts of legitimate criticism,. And he kind of does understand in a sort of cold calculating way that it's really dumb to nominate really bad candidates.
