The Differences Between Having an Idealized Conception and a Stereotypical Conception
I think that was realistic because the contracts are by definition typically incomplete and much more incomplete in a developing country context which is things are very disorganized they change very rapidly. but the there will be concessions made and some reliefs will be given if things go bad you know. There are hard realities because of which discretion some degree of informality and implementation of rules and laws is required. Sometimes you actually want to exercise discretion because you have the power and you want to do certain things with that power, he says.
