After the end of the cold war, our leaders talked about the long peace was here. Nuclear weapons were seen only for strategic rolls in global war with russia. People understand that you can't sort of use nuclear weapons one here and one there without getting out of control. And i think now we're seeing a scenario where nobody wanted to be an armed state like russia using their nuclear weapons as a shield behind which they can carry out attacks.
