I Have Two Men on a Train

North Fuchs Southern is a monopoly. It sells tickets to flights that it knows it doesn't have the staff for. The railroads don't crash all the time, and their crash rates are actually dropping as of electronics, et cetera. But when they do crash, the consequences are so high not to do just the common sense thing like I have two people on a train. There's got to be some sort of real financial threat that if you cut costs so much that you damage communities, you're not just going to pay for the cleanup.
