There has been some significant shifts even as the basic drug war logic unfortunately remains in place good Samaritan laws that protect drug users who call 911 in an emergency. The widespread distribution of the over is reversing drug naloxone. New York City and Rhode Island have legalized safe consumption sites where people can use illegal drugs under the observation of medical professionals. And this was all in many ways very much contingent upon the crisis being framed as white.
