The day after New Orleans flooded, reports of fires, violence and looting were widespread throughout the city. An OPD was preoccupied with search and rescues and did not have the manpower to police everything. In a radio interview that night, September 1st, 2005, Mayor Nagan expressed this frustration with the relief effort. "I've got 15 to 20,000 people over at the Convention Center is bursting at the seams"
